What causes people to cough up phlegm?

Especially phlegm that is clear?
The phlegm is a secretion that your lungs and other air passages make as a self-defense mechanism. Any bacteria or viruses that hit it will likely be stuck. This is why when you have a cold or something like that you cough more: your body is making more secretions to catch the germs. Every so often, the body needs to clear out these secretions to eliminate the bacteria.
Also, if these secretions settle in your lungs, there will be more difficulty in getting the oxygen that we need from the lungs into the bloodstream. When you get a cold, you sometimes feel like you have to cough because you can’t breathe well. That’s why.
And on another note, the phlegm that is clear is the normal phlegm. If it’s other colors, then it’s either picking up a lot of debris, or there is an infection causing germs to get caught up.

A cough that brings up phlegm is a chest cough that is coming from the lungs, where the phlegm is. Obviously when the cough is coming from the lungs, the phlegm will come out.
